Take the parental obligation with respect to a child's education as example. Both parents have a duty to see this obligation met. Yet, if one parent is neglecting their obligation, should the other parent decide to do the same?<BR/><BR/>If the federal were taking a strong approach to protecting the border, perhaps the states could relax and let the dominant parent (in this example) do the heavy lifting.
