The EO is the really scary part. Lincoln had some strong wartime/insurrection powers at his disposal, but that power was given to him by the people and Congress, not by executive order. And Lincoln was as close to a perfect statesman as we've ever had.

I find it all very interesting in an academic way and downright scary if I dwell too long on the possibilities.
